Over the years the EPA along with other agencies has gone beyond the scope of its original mission and has become a grant disbursing operation. The EPA should simply enforce the Clean Water Act, Clean Air Act, clean up where unscrupulous companies have left hazards and indict those that have personal responsibility.
The EPA became a convenient way to disburse congressionally approved grants after passing laws like the Inflation Reduction Act. It's an agency that happens to have a mandate that aligns with the grants' goals, and I don't fault the EPA for that.
Much of that power you're talking about has been cut back after the Chevron SCOTUS ruling. Although disastrous for Biden, it has also become a thorn for Trump.
